Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just eight days before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the regulator noted in a report released ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the stances of these parties, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the performance of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
